Market Business Unit (MBU)


Horizon BCBSNJ offers a diverse line of products and services, which are developed and commercialized through our Market Business Unit. This division consists of multiple departments:

  • Commercial and Major Accounts is responsible for the new sales and account management functions for the large (500 or more members, including our National Accounts), midsize (51 to 499), small (2 to 50) and the local public sector groups. The Proposals team is also housed here.

  • Consumer and Senior Markets handles the new sales and account management functions for Individual policyholders, in addition to the Federal Employee Program and all dental business. This area also houses Horizon Casualty Services (Workers Compensation and Personal Injury Protection Services company), our Horizon Connect Retail Center and our Blue to You community outreach program.

  • The State Health Benefits Program team is responsible for the sales, underwriting and account management functions for the New Jersey State Health Benefit Program (SHBP) and School Employees’ Health Benefits Program (SEHBP).

  • The Rating and Underwriting group handles the establishment of rates for both new and existing large and midsize groups. There is also an Underwriting Support area and an Interplan Finance area that works with other Blue Plans on arrangements for our large groups.

  • The Marketing & Product Development group develops new products and manages existing products. Within this group, the Public Affairs team handles the Company’s press releases, advertising and social media. The Market Intelligence Center and Customer Relationship Management program teams are responsible for gathering and reporting on competitive and demographic information. There are also the MBU enrollment reporting functions and the Sales Incentive program maintenance teams.

  • The MBU Administration team is responsible for overall business Compliance, Risk Management and Budget Management Functions within the division.
